Achieving Results and Making a Difference

Promotion of legislation and policy by sharing experiences and knowledge through parliamentarians’ networks

Uganda, Ghana, Egypt, Kyrgyzstan

JPFP and APDA have supported the establishment of parliamentary groups on population and development in various regions, creating a global network of parliamentarians and serving as a platform for sharing a diverse range of knowledge and experience and promoting cross-regional collaboration, resulting into concrete results in many countries.

In Uganda, the Uganda Parliamentarians Forum on Food Security, Population and Development (UPFFSP&D), through their engagements, advocacy and lobbying, brought a greater attention of the Parliament to population issues, and helped enact a law banning female genital mutilation (FGM) in 2010. UPFFSP&D has also made such remarkable achievements as passing critical bills on food security and HIV prevention, increasing the health budget, the policy of reintegrating girls affected with teenage pregnancies back to school.

In Ghana, the Ghana Parliamentary Caucus on Population and Development (GPCPD), which is the largest parliamentary caucus in the Parliament of Ghana, played a major part in enacting and amending laws such as: the law against FGM (Act 741) entitled Criminal Code (Amendment) Act 2007 (which widens the scope of persons responsible for the practice of FGM and increases sanctions for that offence); the amendment of the Criminal Code to outlaw some negative socio-cultural practices including the trokosi system (where parents give their female children to defray their debt to a priest); the Domestic Violence Act 2007 (Act 732) (which aims to curtail acts of domestic violence against not only women but also men and children). GPCPD also contributed to the establishment of the National Health Insurance Scheme, establishment of the National Youth Employment Agency, and provision of free Technical and Vocational Training at the Secondary level of Education.

In Egypt, based on the recommendations adopted at the Arab-Asian parliamentarians’ meetings that APDA and FAPPD organized, the parliamentarians developed legislation, including the National Council for Women Law No. 30 of 2018, Persons with Disabilities Rights Law No. 10 of 2018, and the National Council for Childhood and Motherhood Law, and the Elderly Rights Law. Furthermore, they launched TV programmes specializing in population and development issues, which advocate and address challenges that localities are facing.

In Kyrgyzstan, a regional parliamentarians’ meeting in 2001 led to the development of the first law on water pollution prevention. As such, by discussing key issues and effectively sharing good practices, lessons learned, and findings from different countries, the parliamentarians in the network have advanced efforts to promote population-related legislation, policies, and budget making.
