Improving accountability and transparency for ODA
Uganda, Zambia, Kenya, IndiaAPDA launched a series of projects to increase government accountability and transparency, spurred by the hurdles and difficulties faced by African parliamentarians in accessing information about ODA, who were saying, “I have no clue as to the ODA projects that are implemented in my country or in my constituency” and “There is no information about the ODA that our country received and how much we spent”. Several parliamentarians who participated in these projects urged their governments to disclose the information of their domestic ODA projects, and as a result, the legislation was enacted that requires reporting of ODA projects at the parliaments in Uganda and Zambia.
In Kenya, the project's recommendations contributed to the revision of the country’s Constitution to provide for transparency and accountability. In India, this project prompted the Indian Association of Parliamentarians on Population and Development (IAPPD) to bring issues of ODA processes at the parliament for the first time, involving the President and working toward improvements.
