APDA conducted a survey project on the agricultural system of the Republic of Kazakhstan, commissioned by the Ministry of Agriculture, Forestry and Fisheries of Japan, and identified structural problems of the tax system. Based on the results, APDA made policy recommendations to the Government of Kazakhstan, which led to the reform of the taxation system in 2004 and contributed to the recovery of the country’s agricultural production.
