APDA/JPFP JPFP’s PT on Life Safety Education: Study Visit to an Elementary School in Setagaya, Tokyo

25 September 2026, Tokyo, Japan

On 25 September, the Life Safety Education Project Team of the Japan Parliamentarians Federation for Population (JPFP) conducted a study visit to a public elementary school in Setagaya, Tokyo, to observe a class on “Education to Protect the Mind and Body”. Hon. Ito Satoshi participated in the visit. The class aimed to help children develop age-appropriate knowledge and skills to protect their physical and emotional well-being, while learning to respect the feelings of others. Through group activities, the pupils explored topics including private body parts, the fact that people have different levels of comfort with physical proximity, and consent, boundaries, and consent. In one activity, the students discussed various situations and make their own judgement about whether the situations were appropriate or inappropriate and whether consent was present. During the Q&A session, they commented that the class had taught them things that would be useful as they grew up and helped them understand different ways of expressing their feelings.

The visit provided an opportunity to learn more about the importance of collaboration between schools and external experts, as well as educational approaches that encourage children to think for themselves. It also offered insights into how life safety education can be adapted to children's developmental stages.
