APDA/AFPPD AFPPD General Assembly and Study Visit on Ageing

The Asian Forum of Parliamentarians on Population and Development (AFPPD) and Asian Population and Development Association (APDA) held the AFPPD Executive Committee Meetings and General Assembly on 27 April in Kuala Lumpur, Malaysia. The day began with the Executive Committee Meeting, during which Hon. Takemi Keizo, Chair of AFPPD, delivered a video message. In his remarks, he reflected on his efforts during his 12-year tenure as Chair to ensure that parliamentarians serve as agents of change in addressing both regional and global issues. He expressed gratitude to all stakeholders who supported AFPPD and introduced Hon. Kamikawa Yoko, MP Japan and Chair of JPFP, as the incoming Chair. Following this, a vote was conducted to decide the new host country for the AFPPD Secretariat, resulting in the selection of Malaysia.

At the subsequent General Assembly, Hon. Kamikawa Yoko, the new Chair of AFPPD, emphasized AFPPD’s continued commitment to its three thematic pillars: Active Ageing, Gender Equality and Women’s Empowerment, and Investing in Youth, calling on parliamentarians to take legislative and policy action to protect the most vulnerable populations and foster a more inclusive society. Hon. Alexander Nanta Linggi, Minister of Works of Malaysia and Chair of AFPPD Malaysia, echoed the importance of these themes, advocating for enhanced educational and economic opportunities for women and youth, robust support systems for ageing populations, and regional collaboration to advance these goals. Key decisions made at the General Assembly included the formal endorsement of Malaysia as the new host of the AFPPD Secretariat, the election of new office bearers following the completion of prior terms, and the establishment of a new Standing Committee on Climate Change and Green Economy, which joins the existing committees aligned with the three thematic pillars. Other sessions featured a progress report on the AFPPD Strategic Plan (2023–2025); country updates from parliamentarians representing Tajikistan, Nepal, Indonesia, and New Zealand; and presentations by partner organizations including UNFPA, IPPF, FP2030, PCAsia, FPA, and FAPPA.

On the following day, 28 April, a field visit was conducted to observe the following initiatives in Malaysia:

  • The National Population and Family Development Board (LPPKN): measures to address declining fertility and programmes for maternal care and postpartum services.
  • The Ti-Ratana Welfare Society: community-based services aimed at promoting the independence and social participation of the elderly.
  • UNFPA-supported project at the Research Institute on Ageing (My Ageing): the latest policy research and policy developments related to ageing.

This event was co-organized by AFPPD Malaysia and held with the support of the Japan Trust Fund (JTF), UNFPA, and IPPF. It brought together approximately 70 participants—including parliamentarians, government officials, representatives of international organizations, and civil society organizations—from 23 countries across the Asia-Pacific region.
