APDA/JPFP JPFP Project Team Meeting on “Life Safety Education” Held

On 8 July, the Japan Parliamentarians Federation for Population (JPFP) held a meeting of the Project Team on “Life Safety Education (LSE)”. The meeting featured a presentation by Ms. Kokubu Satoko, President of College Madoka in Shizuoka Prefecture, entitled "How Sexuality Education Reduces Student Behavioral Issues: Insights from Years of Practice“. Ms. Kokubu emphasized that sexuality education extends far beyond teaching biological facts. At its core, it encompasses essential life skills, including personal hygiene, healthy habits, respect for one’s own body and the bodies of others, and consideration for individuals with diverse physical characteristics. She stressed that sexuality education is fundamentally about cultivating empathy and respect, equipping children with the knowledge necessary for life. She also noted that with an increasing number of children using social media before starting elementary school and being exposed to inaccurate information online, it is essential for schools to provide scientifically accurate guidance so children can make informed decisions.

During the discussion, Hon. Saito Tetsuo, Vice Chair of JPFP, asked whether different teaching methods or guidelines were used for children with disabilities. Ms. Kokubu responded that while the core educational content remains the same, teaching methods are tailored for children with intellectual disabilities by using visual and hands-on learning materials that build on their strengths. She added that these approaches reflect the principles of universal design, making learning more accessible and effective for all children. In her closing remarks, Hon. Dr. Abe Toshiko, Chair of the JPFP Project Team on LSE, stated that the knowledge and insights gained during this meeting would be incorporated into future policy discussions. She also emphasized the importance of training educators who possess the expertise and practical teaching skills demonstrated by Ms. Kokubu, thereby further promoting and strengthening LSE across Japan.
